(no subject)

Can anyone think of a reason why the fact that both the papacy and the German Roman Empire were trying to control Medieval Italy would have any effect on the "strong tradition of urban life"? Because I have that point under that heading, and I'm having a lot of trouble working out WHY. It begins to concern me.
